1)Election Commission supported one Candidate One Seat :- The Election Commission has told the Supreme Court that it supports the proposal to allow one candidate to contest from only one constituency in an election.

Background:- Political parties across the country field senior leaders from more than one seat in a bid to ensure victory. If they win from multiple seats, these leader are then required to vacate other seats and continue to hold only one.

Ex. Our Present PM (Narendra Modi) too fought from two seats.

This is allowed by Section 33(7) of RPA which permits:- a candidate to contest any election (Parliamentary, State Assembly, Biennial Council, or bye-elections) from up to two constituencies.

The provision was introduced in 1996 prior to which there was no bar on the number of constituencies from which a candidate could contest.

What's the issue with Contesting on Multiple Seats??:- When a candidate contests from two seats, it is imperative that he has to vacate one of the two seats if he wins both. 

This, apart from the consequent unavoidable financial burden on the public exchequer, government manpower and other resources for holding bye-election is also an injustice to the voters of the constituency which the candidate is quitting from.

2)NIRF Rankings 2018: IISc Overall Best, AIIMS Best Medical College:-
It is released by Ministry of Human Resource Development.

The Indian Institute of Sciences (IISc), Bengaluru was adjudged as overall best Indian university in National Institutional Ranking Framework (NIRF) 2018.

Indian Institute of Technology, Madras (IIT-M) was adjudged best engineering college and Indian Institute of Management-Ahmedabad (IIM-A) the best management institution.

Delhi University’s Miranda House was adjudged best college, AIIMS-Delhi as best medical college and NLSIU-Bengaluru as best law school in country.

3)Organisation for the Prohibition of Chemical Weapons (OPCW) was in news because ofthe ongoing Tussel between Russia and Other European Nations (UK particularly) on the use of Chemical Nerve Agent on a Spy.

Lets Know about OPCW:- The Organisation for the Prohibition of Chemical Weapons (OPCW) is an inter-governmental organisation and the implementing body for the Chemical Weapons Convention, which entered into force on 29 April 1997.

OPCW, with its 192 member states, has its seat in The Hague, Netherlands.

The organisation was awarded the 2013 Nobel Peace Prize.



The activities of the OPCW and its core organisational structure are described in the Chemical Weapons Convention (whose members are all in OPCW).

4)Panel to probe CBSE question leaks:- The Ministry of Human Resource Development (MHRD) has constituted a high-power committee to examine the system of conducting Class 10 and Class 12 examinations to prevent question paper leaks.

5)‘India third most vulnerable country to cyber threats’:- India emerged as the third most vulnerable country in terms of risk of cyber threats, such as malware, spam and ransomware.

This is as Per the ‘Internet Security Threat Report’ released bySymantec.

6)In a major achievement, India has overtaken Japan to become the world’s second largest producer of crude steel in February, according to the Steel Users Federation of India (SUFI). At present, China is the largest producer of crude steel in the world, accounting for more than 50% of the production.



7)Cabinet approves the Protection of Human Rights (Amendments) Bill, 2018 :-

Salient Features:


  1. It proposes to include “National Commission for Protection of Child Rights” as deemed Member of the Commission;
  2. It proposes to add a woman Member in the composition of the Commission;
  3. It proposes to enlarge the scope of eligibility and scope of selection of Chairperson, National Human Rights Commission as well as the State Human Rights Commission; and
  4. It proposes to incorporate a mechanism to look after the cases of human rights violation in the Union Territories.
  5. It proposes to amend the term of office of Chairperson and Members of National Human Rights Commission and State Human Rights Commission to make it in consonance with the terms of Chairperson and Members of other Commissions.


Benefits:

The Amendment will strengthen the Human Rights Institutions of India further for effective discharge of their mandates, roles and responsibilities.

Moreover, the amended Act will be in perfect sync with the agreed global standards and benchmarks towards ensuring the rights relating to life, liberty, equality and dignity of the individual in the country.

8)Cabinet approves rightsizing the Competition Commission of India:- The Union Cabinet chaired by Prime Minister Shri Narendra Modi has given its approval for rightsizing the Competition Commission of India (CCI) from One Chairperson and Six Members (totalling seven) to One Chairperson and Three Members (totalling four).

Section 8(1) of the Competition Act, 2002 (the Act) provides that the Commission shall consist of a Chairperson and not less than two and not more than six Members. Presently, the Chairperson and four Members are in position. 

9)Crops and vegetables developed by BARC:- By using radiation induced mutagenesis along with cross breeding, Bhabha Atomic Research Centre (BARC) has developed two mutants of rice {Trombay Raipur Rice-1(TRR-1), Trombay Konkan Kolam (TKKR-13)*} and one mutant of cowpea {Trombay Cowpea 901 (TC901)*} which are identified for release.

10)Project ‘JATAN’ :- Ministry of Culture has taken up a project named as JATAN in collaboration with C-DAC, Pune for creating an online digital repository of museum collections on the national portal www.museumsofindia.gov.in for the museums under the administrative control of this Ministry.



11)Project Swarn in Railways:- Project Swarn has been started to upgrade the condition of Rajdhani and Shatabdi Express Trains. This initiative is likely to give improved look to the coaches.

The objective of Project Swarn is to significantly improve the passenger experience across 9 dimensions which include coach interiors, toilets, onboard cleanliness, staff behavior, catering, linen, punctuality, security, on-board entertainment. Real time feedback is also a part of Project Swarn.

12)Special Area Games:- Government of India through Sports Authority of India (SAI), is implementing Special Area Games (SAG) Scheme to identify sporting talent in the age of 10-18 years from the tribal, backward and hilly areas of the country.   The scheme also helps to tap talent in Indigenous Games and Martial Arts and from the communities which are either genetically or geographically advantageous for excellence in a particular sports discipline.
